This layout was created in Paint Shop Pro 8.0 and coded by me. It was made using this tutorial. The image used is from here. The font used is Violation. The brushes used are listed here.

Program Used: Paint Shop Pro 8
Level: Really Easy

Okay, we'll be using this picture:

First, make a new raster layer. Then, fill it with the color #0429B4. Set it to Exclusion at 36% opacity.

Then, it should look like this:

Now, make another raster layer. Fill it with the color #28FE5F. Set it to Overlay at 14% opacity.

Finally, go back to Background and duplicate it. Drag Copy of background to the top and set it to Hard light at 8% opacity.

After all that, this is how the layer should look like:

Remember to merge the layers together. Layers >> Merge >> Merge all
